Tampa, Florida – Tampa-based law firm David W. Magann, P.A., which represents veterans in disability claims and appeals, is closely following the debate. The firm notes that while large-scale technology initiatives often move slowly, the consequences of delays are felt most directly by veterans waiting for decisions on their benefits.
In 2021, the Department of Veterans Affairs (VA) issued a report describing its progress in modernizing technology, as well as the challenges the department still faced. In response, Congress passed the PACT Act of 2022, which included funding and guidelines for modernizing the VA’s computer systems.
The PACT Act sought to update the VA’s technology in part to make it easier for veterans to access benefits. Implementation, however, has been slow and fraught with issues. In 2023, the RAND Corporation noted that the VA struggled with missing medical orders, high system downtime, and rising costs.
On July 13, 2026, Rep. Tom Barrett (R-Mich) addressed the House Committee on Veterans’ Affairs, focusing on the technology issues within the VA. Rep. Barrett is the chair of the Subcommittee on Technology Modernization, part of the House Committee on Veterans’ Affairs.
In his remarks, Rep. Barrett described his efforts to determine the impact of the VA’s modernization efforts on veterans’ ability to access disability benefits effectively.
“The question we should always ask ourselves is whether the process is working for veterans,” said Rep. Barrett. “I heard directly from veterans that it is not.”
Efforts to reform the VA’s technology are ongoing. Yet the work that has been done so far does not appear to help disabled veterans access benefits. Instead, disabled veterans and their families describe having to track down medical records, hand-carry paper records and documents between VA offices, and “manage a bureaucratic maze,” as Rep. Barrett described it.
“We don’t know yet what the final result will be” for the VA’s technological overhaul, said Tampa veterans disability benefits attorney David W. Magann. “But we do know that right now, today, there are veterans who struggle to access benefits they’re entitled to receive.”
