The Panama Canal Authority announced temporary modifications to transit capacity in response to below-average precipitation linked to an El Niño event, which has reduced water levels in Gatun Lake. Rainfall across the canal watershed ran 34% below the historical average from May through August, with inflows 44% below normal. These restrictions reduce the number of vessels crossing the canal daily and can affect scheduling and delivery times for Gulf Coast shippers.
Excargo Services' guide noted that with the Panama Canal Authority capping daily transits at 32 effective September 15, ocean carriers have already repriced the risk through surcharges. MSC set a Panama Canal surcharge of $149 per TEU effective September 12, while CMA CGM moved to $500 per TEU effective September 10. Both apply to cargo moving from Asia to the U.S. East and Gulf Coast, including the Port of Houston.
For shippers considering alternatives, Excargo Services' guide said the West Coast land bridge has become more competitive as carrier surcharges narrow the cost gap with direct-to-port shipping. While the land bridge is typically the pricier option, that difference has shrunk in 2026. On certain routes, it can also shorten transit times: Singapore-to-New York cargo can reach its destination in roughly 19 days via the land bridge, compared to 21 to 36 days via the Panama Canal on an all-water route.
Despite these advantages, Excargo Services said West Coast rail times can be inconsistent, and the land bridge option may still carry a higher cost than direct-to-port shipping through Houston. The company said the land bridge is best suited for urgent cargo, while shippers with more flexible timelines or established Gulf drayage and warehousing arrangements may find direct-to-port routing continues to offer better overall value.
